 Draft Rules
 
 
Farm League
  • The goal of the draft is an even level of talent across the teams.  If a team is intentionally stacked for competitive advantage, it is subject to being broken up in subsequent years (Colonial, Pioneer or Rookie). 
  • Try to include some players from the same school(s), but not exclusively so.
  • Once a team picks on girl, they automatically pick one more.  Don’t wind up with teams that have just one girl on them.
  • Balance the number of coaches – don’t stack any team with a disproportionate number of coaches.
  • Respect parent requests for children playing together wherever possible.  Be able to explain when a parent request is not honored.
 
Colonial, Pioneer, Rookie
  • Each team is kept together as a starting point. 
  • Managers are not allowed to drop players from the prior league team without approval from the BOD. 
  • If there are fewer teams than the year prior, try to keep the players from the teams that were dissolved together.
  • Parents can request players be moved to a different team.
  • Respect parent requests wherever possible.  Be able to explain when a parent request is not honored (for example, if moving a player from Team A to Team B would cause Team B to have too many players).
  • After all returning player roster spots are filled, the draft order and “# of rostered players” are used in combination to determine who picks first.  For example, if Team A and Team B each have 5 returning players, Team C has 6 returning players, and Team D has 7 returning players, the draft would proceed as follows:
    • First 5 Rounds of the draft are skipped
    • 6th Round – Only Team A & B pick based on the draft order forwards (1 – N)
    • 7th Round – Team A, B & C pick based on the draft order backwards (serpentine draft N – 1)
    • 8th Round – Team A, B, C & D pick based on the draft order 1 – N
    • Etc… until all of the players have been picked.
  • Teams are not allowed to skip their last pick.
  • Post-draft roster additions will be done in the draft order.  The next team who would have picked will receive the first late registrant.
 
 
International, Cactus, Pacific, Junior, Senior
  • Manager (and co-manager where applicable) players are placed on the draft board as follows:
  • If the prior year All-star teams were designated ‘A’ and ‘B’ teams…
    • ‘A’ team players are placed on the board in Rounds 1 & 2
    • ‘B’ team players are placed on the board in Rounds 3 & 4
    • All other players are placed on the board in Rounds 5 & 6
    • For example --
      • One Co-manager has an ‘A’ team player and the other has a ‘B’ team player, they would be placed on the Board in Rounds 1 & 3. 
      • One Co-manager has an ‘A’ team player and the other has a non-all-star player, they would be placed in Rounds 1 & 5
  • If the prior year all-star teams were not designated ‘A’ and ‘B’ teams…
    • Prior year all start players are placed on the board in Rounds 1 & 2
    • All other players are placed on the board in Rounds 3 & 4
  • NOTE:  Non-league summer travel team players will be placed in Rounds 1 & 2. 
  • This is a competitive draft.  Every manager is equally entitled to pick any player from the board.  There are no pre-arrangements for a particular player to be placed on a particular team without pre-authorization from the BOD.  If such a situation is allowed, the player will be placed on the board in the appropriate round prior to the start of the draft.
  • Post-draft trades are allowed – managers are free to say no though to any trade request.
  • Teams are not allowed to skip their last pick

Gulf Coast

Day 1 – Picking the players

  • Day 1 of the Gulf Coast Draft is for the 8 Managers in the Gulf Coast league to pick the 88 players who will make up the 8 teams
  • All returning 2010 Gulf Coast players who have registered for the 2011 Season are automatically placed in Gulf Coast.
  • The number of remaining spots is 88 minus the number of returning, registered players.
  • All players registered for Gulf / Pacific are eligible to be placed in Gulf
  • Any Cactus player who attended the evaluation is eligible to be placed in Gulf
  • The remaining slots should be filled as follows:
    • Managers vote on groups of players to narrow the list down.  For example…
      • 11U All-star team players from 2010 might be voted into the Gulf league as a group.
      • All players with an Evaluation score of X might be voted in as a group
    • The remaining slots are filled by individual player nomination / discussion / vote.  Example…
      • If 5 slots remain, and 8 players are nominated, each manager votes for 5 players. 
      • Clear winners are taken out of additional votes… if two of the eight players receive 7 votes each, but four players receive 6 votes, the two are placed in the league and an additional vote is taken.  The additional vote is to select three players out of the four who received 6 votes each.
  • The 88 players selected to be in the league will be used in Day 2 -- picking the teams for Gulf Coast.
  • After picking the 88 players for the Gulf League, the managers will select 4 alternates in case one or multiple players decline to play after selected.

Day 2 – Picking the teams

  • All teams start from scratch – there is no carrying over of players from last year’s team.
  • Single managers only – each team starts with one player.  The only exception is when the manager has twins –both players are placed on the board in the appropriate place.
    • 12U ‘A’ team players (and non-league summer travel team players) are placed in Round 1
    • 12U ‘B’ team players are placed in Round 2
    • 11U ‘A’ team players (and non-league summer travel team players) are placed in Round 3
    • 11U ‘B’ team players are placed in Round 4
    • All Non-all-star / summer travel team players are placed in Round 5
  • All returning Gulf Coast players must be picked prior to the first new player to the league is picked.
  • This is a competitive draft.  Every manager is equally entitled to pick any player from the board.  There are no pre-arrangements for a particular player to be placed on a particular team without pre-authorization from the BOD.  If such a situation is allowed, the player will be placed on the board in the appropriate round prior to the start of the draft.
